TGIC has two executive sponsors: the executive administrator of the Texas Water Development Board and the executive director of the Texas Department of Information Resources.

Texas Water Development Board

The mission of the Texas Water Development Board (TWDB) is to provide leadership, planning, financial assistance, information, and education for the conservation and responsible development of water for Texas. To accomplish its goals of planning for the state’s water resources and for providing affordable water and wastewater services, the TWDB provides water planning, data collection and dissemination, financial assistance and technical assistance services to the citizens of Texas.

The TWDB has operated the Texas Natural Resources Information System (TNRIS) since 1972. The mission of TNRIS is to provide a centralized information system incorporating the state's natural resource data, socioeconomic data related to natural resources, and indexes related to that data that are collected by state agencies or other entities. TNRIS maintains the state’s common digital base map layers and serves as the primary clearinghouse for digital geospatial data in Texas.

Texas Department of Information Resources

The Department of Information Resources is the state’s lead information technology office and is directed by the State Chief Technology Officer. DIR works to ensure that all forms of information technology are deployed within state government in an effective and cost-efficient manner.

DIR recognizes that GIS is a key technology for the state and works to encourage its effective and efficient deployment. DIR's coordination activities ensure against duplication of organizational effort and maximize cooperative opportunities for GIS systems development. DIR also provides management support to the Texas Geographic Information Council and several workgroups.

DIR guides and supports the appropriate use of GIS by:

  • providing state GIS coordination for interagency and intergovernmental efforts,
  • setting state GIS policies and technical standards,
  • integrating GIS planning into the State Strategic Plan for Information Resources Management, and
  • providing TGIC management, agency coordination, report publishing, and website management.
