Performs highly complex (senior-level) database administration and development work. Work involves coordinating the planning, development, maintenance, and monitoring of integrated database systems; evaluating and reviewing database policies and procedures; and maintaining data integrity. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Functions

Coordinates and/or conducts the design, analysis, and maintenance of database structures

Designs and implements procedures necessary to save and recover databases from hardware and software failures

Develops goals and objectives for the use and improvement of an efficient and cost-effective database system

Develops policies and procedures to guide in the use and acquisition of database software and resources

Establishes and implements necessary database security standards and controls

Evaluates and recommends database software packages for potential acquisition

Performs and reviews logical and physical data modeling, designs relational database models, and creates physical data models from logical data models

Performs database performance monitoring, implements efficiency improvements, and modifies existing database and database management systems

Plans, coordinates, and supports migration to new data management system software levels and verifies and tests to ensure data reliability and functionality

Assists in developing budgets

Assists in developing policies and procedures designed to ensure the integrity of the database environment

- Attendance at an accredited four-year college or university with at least 100 credit hours, or year for year work experience in database development and modeling can be substituted.
Experience and Training Required
- Ten (10) years of experience designing, developing, maintaining and supporting diverse database systems, including ETL
- Five (5) years of experience in public service
Knowledge, Skills, and Abilities
- Working knowledge of information resources project management principles, best practices and tools; ability to effectively manage complex information technology projects; ability to conduct effective, thorough review of project requirements and deliverables; ability to conduct short and long-range project planning studies
- Thorough and current knowledge of the practices, principles, and techniques of computer operations of information resources technology that includes hardware, packaged software implementation, software development, data communications, local and wide area networks management; knowledge of the security limitations and capabilities of computer systems; includes ability to research, evaluate and interpret material and create effective narratives on IT issues and standards
- Knowledge and experience in the application of IT in Texas state agencies; knowledge of Texas state government, state legislative processes and the state budget process
- Excellent skill in communicating both verbally and in writing; in a clear and concise manner
- Skill in finding solutions for or to deal proactively with work-related problems; ability to identify and implement best practices; ability to recognize potential and existing problems, identify courses of action and apply contingency plans to solve problems as a project manager and in a team environment
- Skill in complex problem solving, and critical thinking in the operation of computers and applicable software
