Open Board Meeting

Call to Order

Board Chair Cliff Mountain called the meeting to order at 10:08 am.

I. Roll Call and Witness Registration

Board Secretary, Pat Koller, called the roll.

Members present:

II. Approve minutes from August 28th Board meeting – ACTION

A motion to approve the minutes of the August 28th, 2007 DIR Board meeting was made by Mr. Morrow and seconded by Mayor McCartt. Motion carried unanimously.

III. Executive Director’s Report

Brian Rawson updated the Board on the new DIR Performance Management Program including Perspectives and Measurement Categories. Sample data was presented on Financials, Customer Services, Initiative Implementation, and Internal Operations. Mr. Rawson also updated the Board on New DIR Employees and DIR in the News, including the recent NASCIO award. There was some discussion by the Board of the new performance metrics.

IV. Finance Update

Cindy Reed and Bob Saathoff introduced Virgillio Altamirano from the Accounting Firm of PMB Helin Donovan who was present to discuss the FY2008 Internal Audit Plan. There was some discussion among members of the Board. Mayor McCartt made a motion that the Board approve the FY08 Internal Audit Plan as presented. Mr. Pickering seconded the motion. Motion carried unanimously. Ms. Reed presented the financial update for the month of September 2007. There were some questions by the Board which Ms. Reed and Mr. Saathoff answered, including questions about variances.

V. 2008 State Strategic Plan

Dustin Lanier discussed the near final draft of the 2008 State Strategic Plan. There was some discussion among the Board about the plan, and the Board agreed the team had done a good job. Mr. Lanier asked that the Board approve the basic structure of the plan while giving the team the ability to make minor edits. Mayor McCartt made a motion that the Board approve the 2008 State Strategic Plan for Information Resource Management but allow staff to make minor edits to the document. Mr. Pickering seconded the motion. Motion carried unanimously.

VI. TexasOnline Update

John Miri presented the TexasOnline Operations Report and Financial Update.

VII. Data Center Services Update

Ginger Salone with DIR and Ken Weiss and Brian Whitfield with IBM jointly presented the update on Data Center Services. Mr. Whitfield discussed staff changes with the Board and formally introduced Mr. Weiss. Ms. Salone presented a Review of Data Center Service Phases, the Enterprise Performance Dashboard, Key Accomplishments This Quarter, Key Activities This Quarter, and Where We are Focused and What Actions Are Being Taken. There was some discussion by the Board and Chairman Mountain requested that future reports provide more information and details on an agency level, especially regarding customer satisfaction by the agencies in the data center.

VIII. ICT Cooperative Contracts Program Annual Report

Cindy Reed presented the FY2007 Annual Report. Ms. Reed discussed a) Program Highlights including FY07 End of Year Results and Growth Factors; b) Program Trends including Sales Growth, Commitment to HUBs, Cost Savings/Avoidance, and Revenue Generated for DIR; c) Who are DIR’s Customers including Sales by Channel, Market Penetration, Market Share, Top 10 Customers, and Top 10 New Customers; d) Where are DIR’s Customers Located; e) What Does DIR Sell including Sales by Commodity Type, Top 10 Vendors, Top 10 Resellers; and, f) FY07 Accomplishments including Highlights, RASR, DIRect Compare, and New Products and Services. There was some discussion among the Board, and Chairman Mountain asked that we come up with an action plan so that we can understand how we will use this information to move forward.

IX. Rules

Renée Mauzy, General Counsel, asked the Board to consider issuing an order adopting the repeal of 1 T.A.C. Section 201.19, Establishment of Quality Assurance Guidelines for Projects in Texas State Agencies, and authorizing publication thereof in the Texas Register. Ms. Mauzy stated that we had received no comments when we published the proposed repeal of the rule. Robert Pickering made the motion that the Board issue an order adopting the repeal of this rule, and authorize Texas Register publication of the adoption of the repeal. Mayor McCartt seconded the motion. Motion carried unanimously.

Ms. Mauzy asked the Board to consider issuing an order adopting 1 T.A.C. Chapter 216, Project Management Practices, and authorizing publication thereof in the Texas Register. Ms. Mauzy stated that we had received one comment, but that we did not recommend making the suggested change. Mayor McCartt made the motion that the Board issue an order adopting the new project management practices rules without changes to what was proposed for comment in the Texas Register, and authorizing publication of the adoption of the rules in the Texas Register. Mr. Pickering seconded the motion. Motion carried unanimously.

Ms. Mauzy asked the Board to consider authorizing Texas Register publication of the proposed amendment of 1 T.A.C. Section 201.1 Definitions, to delete the definition of “project.” She explained the definition is no longer needed, because a definition of “project” is included in the newly adopted project management practices rules. Mr. Morrow made the motion that the Board authorize publication of this amendment. Mayor McCartt seconded the motion. Motion carried unanimously.

X. Public Testimony

There was no public testimony.

XI. Adjournment

Mayor McCartt made the motion to adjourn. Mr. Pickering seconded the motion. Motion carried unanimously. Chairman Mountain adjourned the meeting at 12:02 pm.
