IRSP Overview and Purpose
Texas Government Code (TGC) §2054.095 requires each state agency, including institutions of higher education, to prepare a strategic plan for information resources management. Statute requires that IRSPs align with the State Strategic Plan for Information Resources Management (SSP), published by DIR on December 14, 2005 (Shared Success: Building a Better Texas through Shared Responsibilities).
The 2006 IRSP is organized into three sections:
- Part 1 contains questions related to the agency’s information and communication technology practices, including enterprise architecture, project/portfolio management, and agency information about databases and applications.
- Part 2 contains information related to the alignment of the IRSP with the statewide objectives described in the 2005 SSP.
- Part 3 contains questions related to compliance with the state’s technology standards, statutes and administrative rules.
Information reported in agency IRSPs was summarized in Appendix B of the 2006 biennial performance report, Shared Results: Strengthening the Enterprise.
Compliance Review Process and Corrective Action Plans
TGC §2054.102 requires DIR to review the IRSP responses of each agency to determine compliance with state technology standards, provisions in the State Strategic Plan, or existing corrective action plans.
DIR has completed its initial compliance review and has identified agencies with one or more instances of non-compliance. These agencies will be notified via e-mail and will have the opportunity to respond with any clarifications or additional information regarding compliance. Following this process, DIR will instruct agencies with remaining deficiencies to develop corrective action plans, as required by TGC §2054.102(c). Improved Planning and Collaboration
As described in Information Resources Strategic Plan Instructions and Template, the 2006 IRSP is intended to improve technology planning; promote collaboration among agencies and DIR; and enhance the state’s service delivery infrastructure to support individual, mission-critical agency business processes. To this end, DIR has conducted an initial analysis of the information reported in agency IRSPs (see Texas Technology Facts).
Additionally, an in-depth IRSP analysis is underway. DIR will issue a report that evaluates how the use and management of information and communications technology across the state can be improved to meet agency requirements. It will also evaluate how DIR’s initiatives can better support agency efforts to improve information and communications technology operations.
