Welcome and Introductions

Jennifer Hinojosa opened the meeting.  She welcomed members and guests.

Comptroller of Public Accounts (Jesse White, Fiscal Mgmt. Training Coordinator)

Texas Fiscal Officers' Academy is now accepting nominations. Candidate nominations should be submitted by mail and postmarked no later than 5 p.m., Nov. 29, 2007. See the link for application and other information.

The 2008 Texas Fiscal Officers' Academy will be conducted:

  • February 25–29, 2008
  • March 25–28, 2008
  • April 22–25, 2008

Governor’s Office (Brian Guthrie)

Brian continued to speak about the importance of the Texas Fiscal Officers Academy to the State and for employees’ professional development. Brian sits on both the steering and curriculum committee.

Operating budget: due December 3rd.

Non-financial AFR: due December 31, 2007. Instruction now available. Still working to strike this report.

Office of the Attorney General (Barbara Deane, Division Chief of Administrative Law)

Discussed the Model Ethics Policy. (See Email attachment.) The bill states that the OAG must have a model for agencies.

Gave out CD’s with information on retention of electronic documents. Note: The Library & Archives is making one CD per agency

The OAG has also published interim guidelines as required by HB 3430 for preparing the small business impact and regulatory flexibility analysis required by the bill (Government Code Ch. 2006). 

Comptroller of Public Accounts (Paige Tung, CISSP Innovation & Technology Division)

Gave presentation on Paperless Leave Forms & Earning Statements. See the Email attachment for more about the Employee Information System (EIS).

Agency Announcements/News

Dustin Lanier will no longer give DIR updates. He is now the Executive Director at the Council on Competitive Government. Congratulations!

Discuss Next Meeting Date

Members agreed not to meet in December or January. The next meeting will be held February 14, 2008.
