Meeting Minutes for March 13, 2008
Welcome and Introductions
Jennifer Hinjosa opened the meeting at 9:00 am. She welcomed members and guests.
I. Governor’s Office, Brian Guthrie
Budget structure and Performance measure changes due to LBB by April 16th. Budget needs more transparency. Should you want to reduce strategies, you need good reasons. Continued interest in removing unnecessary measures.
Strategic plan (two submission dates) June 27th & July 11th
II. Legislative Budget Board, Zelma Smith, Manager
Base Reconciliation and LAR Instructions should be available soon. The Base reconciliation will be entered into ABEST beginning June 2nd. Recommend to start with SB1 for FY07 to obtain your appropriations and MOF.
Reconcile FTE and will need to identify the 100% federally funded employees. Instructions are now available. Due dates for agencies vary.
III. State Auditors Office, Juliette Torres, Senior Classification Analyst
Review exempt positions, survey due March 21st.
We anticipate releasing a report on the classification plan in June 2008.
Leave guide now available.
Will hold a forum next month for changes to classification plan.
Office of the Attorney General, Jeb Boyt, AAG Administrative Law
New guidelines for HB 3430 Small Business Impact Proposed Guidelines (Relating to the availability of information about state expenditures and rules, including the creation of a state database containing information on state expenditures, and to certain comptroller reports, and to certain amounts received by institutions of higher education.)

Attached a pdf file with a flier announcing the TPEA All State Employee Celebration at Scholz Garten on Thursday, March 27 from 5 to 7 pm. This is a fun event with a good band, free beverages, snacks and other fun stuff.
All state employees and retirees are welcome to attend.
If you can, please try to get the word out about the event and consider posting the fliers in your office or otherwise making people aware.
