Mid-Size Agency Coordinating Council (MACC)

Meeting Minutes for October 09, 2008, 9:00 am
Clements Building, Room 103

I. Welcome and Introductions

Brian White opened the meeting at 9:05.  He welcomed members and guests.

II. Governor’s Office
Jim Harrison, Governmental Liaison, Office of Homeland Security

  1. The office of Homeland Security was established after 9-11.
  2. This office provides emergency management for hazards, natural disasters, flooding, wildfires, and hurricanes.
  3. There is another tropical storm brewing in the Pacific named Norbert. 
  4. Water flow in Texas is controlled by the LCRA.
  5. Federal, State and Local Government work closely together when these types of disasters occur.
  6. Hurricane Ike was 40% larger than Hurricane Rita or Hurricane Katrina.  During Hurricane Ike the City of Galveston and Chambers County were destroyed.  Water and power are still intermittent and there is not a hospital.
  7. FEMA is considered a recovery agency not a response agency.
  8. Texas Government is upset because Texas has received different treatment than other states that have been in this type of situation.
  9. Post hurricane can be considered another disaster.
  10. FEMA assist the locals by bringing in trailers.  There are many rules and regulations that have to be followed often times being very difficult due to the results of the disaster.
  11. PODS are delivered to disaster sites 72 hours after a disaster.  The PODS consist of ice, water, and food.  Wal-Mart and H.E.B. stores supply/stock the PODS. 

III. Council on Competitive Government
Dustin Lanier, Director of the Council on Competitive Government

  1. The Council of Competitive Government is cross covering government and reshaping government with savings.
  2. Current project is GIS Contracting for geographical information to be used for transportation during an emergency response.
  3. A request for offer must be submitted which require vendors to submit their bid if interested in providing the requested service.

IV. Governors Office
Michael Sparks, Deputy Director of the Governor’s Office of Budget, Policy Planning

  1. Mr. Sparks introduced himself to the MACC Members and provided an overview of his past government employment.

V. Adjourn

The meeting adjourned at 10:00 am.
