Mid-Size Agency Coordinating Council (MACC)

Meeting Minutes for Thursday, November 13, 2008, 9:00 am
Clements Building, Room 103

I. Welcome and Introductions
Brian White, Deputy Public Counsel, Office of Injured Employee Counsel

Brian opened the meeting and welcomed members and guests.

II. Texas Workforce Commission
Brenda Nichols, Director of Human Resources
Jennifer Concannon, Human Resources Supervisor

Presentation on Proposed Changes to the State Employment Application

Brenda Nichols handed out the current version and the revised version of the State of Texas Application for Employment.  Jennifer Concannon discussed revisions which include:

  • “For State Agency Use” box added to top right corner
  • Removal of social security number
  • Expanded space for “Other Names Used,” “State Agency” and “Other Relatives Working …”
  • Removed “Highest Grade Completed” and “Did you graduate?
  • Added Name of High School to education grid.  Agencies must separately verify if applicant graduated.
  • Under Military Service, added “who has not remarried” to “Are you a surviving spouse of a veteran?”
  • In signature box, Page 2, removed item 6 regarding social security numbers.
  • In “Summary of Experience,” added, “including special training/skills/qualifications you have used in the performance of this job.”

Comments should be routed to Brian White by 12/15/08, and he will forward them to TWCC.

III. Texas Comptroller of Public Accounts
Rom Haghighi, Ph.D., Disparity Study Project Manager

Presentation on the Disparity Study

Rom is a professor at Texas State University.  He is conducting a study to identify diversity/utilization in state contracting.  The study will also look at over-utilization and sources and reasons for agency contracts. The goals are: 1) To find valid, defensible information that reflects reality, and 2) To identify how far we are from goals and how we can reach them.  Study highlights include:

  • Only businesses that are ready, able and willing to provide the service or product are included in study counts.
  • Only looking at contracts of over $500.
  • A contact is being established at each agency; all agencies will be included in the study.
  • 3 years of contracting are included in the study, FY ’06, FY ’07 and FY ’08 (may include FY ’09).

Plans to have study completed in 1 year; ready by the end of September 2009.

IV Office of the Attorney General
Lucio Varela, Manager, HRD Staff Development Section

.2008 Training Expo

The OAG sponsors a training expo each year to bring trainers and training resources together.  The training expo will be held on February 13, 2009, 9 a.m. to 4 p.m., at the JJ Pickle Center.  OAG is seeking trainer presentations from other agencies.  Anyone needing information or wanting to participate should contact JoDale Guzman at 512-936-9460.  See information on the website.

V. Nomination and Election of New Secretary
Brian White, Deputy Public Counsel, Office of Injured Employee Counsel

Nominations were requested for the position of Secretary of MACC.  Carolyn Lehmann nominated David Pollard.  The motion for nomination was seconded by Cheryl MacBride.  Brian White called for a voice vote.  The election of David Pollard for MACC Secretary passed unanimously.

VI. Adjournment

Brian White requested suggestions for future program topics. The meeting adjourned at 10:00 a.m.
