Biennial Operating Plans (BOPs)
The 77th Legislature passed
SB 1230, which amended Subchapter E of Chapter 2054, Texas
Government Code, to statutorily transfer review of biennial
operating plans to the Legislative Budget Board (LBB) and to
require agencies to submit their strategic plans to both the LBB
and DIR for review. SB 1230 took effect September 1, 2001.

The TxSPIRS BOP system
transitioned to the LBB's ABEST system on September 1, 2001. Please
contact the agencies and universities directly for copies of their
BOPs.
