Biennial Operating Plans (BOPs)

The 77th Legislature passed SB 1230, which amended Subchapter E of Chapter 2054, Texas Government Code, to statutorily transfer review of biennial operating plans to the Legislative Budget Board (LBB) and to require agencies to submit their strategic plans to both the LBB and DIR for review. SB 1230 took effect September 1, 2001.

Public Records
The TxSPIRS BOP system transitioned to the LBB's ABEST system on September 1, 2001. Please contact the agencies and universities directly for copies of their BOPs.

Please call your LBB IR analyst for assistance with preparing and submitting Information Technology Detail (formerly called BOP) submissions or approvals. Current instructions are available on the LBB's Web site.
