Acceptable Use of the Internet, E-Mail/Messages and Peer-to-Peer File Sharing

On April 5, 2006, the Governor issued Executive Order RP58 relating to peer-to-peer file-sharing software. The Executive Order addresses six problem areas associated with the unauthorized or illegal use of peer-to-peer (P2P ) file sharing and directs DIR to develop a statewide policy for use by each state agency, department, board, and commission that prohibits unauthorized or illegal use of P2P software programs.
This guideline and associated policies are intended to assist state agencies and institutions of higher education to comply with the provisions of the Executive Order and Texas Administrative Code § 202 Information Security Standards. The guideline addresses ways of accomplishing compliance through a combination of technological means (e.g., Network Address Translation firewalls, blocking filtering or shaping intrusion prevention systems) and non-technological means (such as establishing policies and employee training).
