Introduction
To effectively oversee and manage the state's technology investment, agencies and decision-making authorities require current and reliable information. At present, Texas collects and analyzes technology information and monitors agency projects through a number of processes and reporting applications. 1

2005 State Strategic Plan for Information Resources Management
The 79th Texas Legislature directed the Texas Department of Information Resources (DIR), in coordination with the Legislative Budget Board (LBB), the Comptroller of Public Accounts (CPA), and the Texas Building and Procurement Commission (TBPC), to develop strategies to improve technology management, including more effective strategic planning, budgeting, and reporting of technology expenditures, assets, and projects. 2
This report, prepared in conjunction with an interagency Technology Reporting Advisory Group, proposes strategies and key actions to improve the statewide value and usefulness of technology information gathered from agencies so that the Legislature, agencies, and other stakeholders can better manage their technology resources.
DIR recommends the formation of a Technology Reporting Alignment Committee, comprised both of agencies with oversight responsibilities and of other selected agencies or groups that perform or support statewide technology functions, to implement the strategies cited below.
