Conclusion

The current data collection and reporting environment makes it difficult for state leadership to get a complete picture of such technology management functions as strategic planning, spend management, project monitoring, procurement and contracting, and shared services management. Uncoordinated processes and reporting applications among oversight agencies do not suport the goal of “collect once, use often.”

The Technology Reporting Alignment Committee will establish a more effective reporting environment for Texas. Coordinated collection and reporting will be enabled through standard statewide definitions for major categories of technology information, along with an enterprise data model. This will help state leaders and oversight agencies to evaluate the overall impact of projects, initiatives, and operations.

In addition, automated information systems and processes at oversight agencies will appropriately share technology information through effective data exchange methods, while technology reporting requirements that are duplicative or no longer necessary will be eliminated.

The figure below illustrates the complexity of the current reporting environment in contrast to the simpler, more aligned model that will result from the implementation of the strategies and key actions in this report.
