TPOC 2006 Annual Report

Telecommunications Planning and Oversight Council
November 1, 2006

Rate Information

Through its competitive pricing structure, DIR has established cost-effective rates for telecommunications services that are lower than published state industry averages (See Cost Savings). DIR will continue to review its pricing to ensure that CCTS and TEX-AN customers receive unparalleled savings and services.

CCTS Rates for Fiscal 2006

CCTS offers local, long distance, teleconferencing, and other services. Current rates are included in Appendix B. Complete CCTS pricing information is available on the DIR Web site at <http://www.dir.state.tx.us/ccts/cctspricing.htm>.

TEX-AN 2000 Rates for Fiscal 2006

TEX-AN 2000 carries voice, data, Internet, and video communications to serve all state agencies and other eligible organizations such as cities, municipalities, counties, education service centers, independent school districts, and institutions of higher education. A selection of TEX-AN 2000 rates is listed in Appendix C. Complete TEX-AN 2000 pricing information is available on the DIR Web site at <http://www.dir.state.tx.us/store/tsd/rates/index.htm>.

DIR WAN Rates for fiscal 2006

The WAN services once offered exclusively to health and human services customers are now available and offered to all eligible DIR customers. Samples of DIR WAN rates are listed in Appendix D. Additional pricing information for the DIR WAN is available on the DIR Web site at <http://www.dir.state.tx.us/hhscn/pricing.htm>.

Rate Structure

Across its wide array of telecommunications services, DIR employs various independent rate-setting methodologies to ensure it provides cost-effective services to its customers. To continue providing the cost-effective services its customers have come to expect, DIR recognizes the need to develop a fully inclusive and standard methodology for establishing rates for its telecommunications services.

DIR plans to conduct a comprehensive review of the Telecommunications Division’s rate methodology. This review will evaluate the operational structure and processes and establish a full accounting of costs and expenditures for the division. The results of this review will be the development of a rate-setting methodology and a pricing model for all telecommunications services that are justifiable and adjustable.

DIR anticipates soliciting the assistance of an outside vendor to perform this review and to assist DIR in establishing a rate-setting methodology and pricing model.
