Foreword
The Texas Legislature created the Telecommunications Planning and Oversight Council (TPOC) in 2001. TPOC membership consists of 13 members appointed by the Governor, the Speaker of the House, the Lieutenant Governor, and by designation in the legislation.
TPOC Mission
The Telecommunications Planning and Oversight Council shall plan and oversee the operations of a state telecommunications network that will effectively and efficiently meet the long-term requirements of state government for voice, video, and computer communications. [3]
The following are assigned within the scope of TPOC’s responsibilities:
- To establish plans and policies for a system of telecommunications services to be managed and operated by the Department of Information Resources (DIR)
- To review the financial information for the DIR Telecommunications Services Division
- To oversee the strategic planning and reporting functions for the Capitol Complex Telecommunications System (CCTS) and the Texas Agency Network (TEX-AN)
- To develop a strategic plan for the state government telecommunications network [4]
- To evaluate TEX-AN usage waiver requests [5]
- To develop service objectives and performance measures for CCTS and TEX-AN
- To review the performance of services provided by DIR to customers of CCTS and TEX-AN
