Realizing the Enterprise Network Solution
The Telecommunications Planning
and Oversight Council recognized the need to leverage a statewide technology
infrastructure to (1) allow individual agencies to recapture resources
currently devoted to telecommunications efforts and redirect them to their
respective core functions, and (2) provide for the efficient use of information
technology resources statewide.
Therefore, TPOC created its vision for the state government telecommunications network: the development and deployment of
an enterprise network solution.
Vision for State Government Telecommunications services
The enterprise network
solution integrates statewide telecommunications operations into a
comprehensive organization that offers centralized network management,
full-scale customer support and service, and efficient technologies across an
intelligent converged network in a cost-effective manner.
State government must
streamline its telecommunications operations in order to take full advantage of
the enterprise network solution. Through consolidation of network resources and
the convergence of technologies, the state will achieve network optimization,
i.e., maximum network efficiency.
Network
optimization will provide significant cost savings for the state and will
maximize the value of the state’s information resource expenditures.
Maintaining optimization requires the ongoing review and analysis of the
enterprise network solution to identify and implement opportunities for
deployment of converged technologies and consolidation of circuits and
resources.
Guiding Principles and tactical objectives
TPOC realizes the strategies
and goal of developing an enterprise network solution are ongoing and has
incorporated them into the guiding principles for the network. These guiding
principles promote the enterprise network solution, resulting in tactical
objectives for achieving the strategies of a converged and consolidated
network.

By leveraging the collective buying power of the state, the state government
telecommunications network will offer telecommunications services at a
substantial savings for all governmental entities.
Performance and Service Options [Fast]
The enterprise network solution
will provide sufficient speed and bandwidth options to meet the needs of its customers.
Security and Redundancy [Secure]
The enterprise network solution
will provide a highly secure and redundant infrastructure that will ensure
business continuity.
Reliability and Adaptability [Reliable]
The enterprise network solution
will assure end-to-end reliability, be adaptable to changing requirements,
incorporate new and emerging technologies, and meet or exceed service
objectives.
Network Support Services [Customer-driven]
Exemplary customer service is the
primary goal of TPOC and DIR. Customers will have a consolidated network and
security operations center and will receive full-service customer support.
Since TPOC and DIR have met
the goals set forth in the 2005 Strategic Plan for State Government
Telecommunications Services, this report includes a summary of the future
direction for the state telecommunications network and presents issues
influencing telecommunications policy that the state must address to support
the enterprise network solution.
