Foreword
The Texas Legislature created the Telecommunications Planning and Oversight Council
(TPOC) in 2001. TPOC membership consists of 13 members appointed by the
Governor, the Speaker of the House, the Lieutenant Governor, and by designation
in the legislation.
TPOC Mission
The Telecommunications
Planning and Oversight Council shall plan and oversee the operations of a
state telecommunications network that will effectively and efficiently meet
the long-term requirements of state government for voice, video, and computer
communications. [3]
In the Strategic Plan for State Government Telecommunications Services
2005–2009 (2005 Strategic Plan), TPOC outlined the vision, goal, and strategies for developing and
deploying an enterprise network solution that consolidates state resources and
utilizes technologies to achieve convergence. TPOC is required to report
biennially to the Legislature on the status of the strategic plan. This
document, the Status of the Plan for the State Government Telecommunications
Network (2006 Status Report), fulfills that requirement. [4]
The 2006 Status Report addresses the progress the state has made toward
accomplishing the goals of the strategic plan and discusses recommended
statutory changes to enhance the capability and cost-effectiveness of the
system.
Planning for and development of the next Telecommunications Strategic Plan for 2007–2011 will begin in
fiscal 2007 and will be coordinated with the development of DIR’s 2007 State
Strategic Plan for Information Resources Management.
