ARTICLE I
Program and Name
- Section 1:
The SACC Training and Development Subcommittee was formed to address the common training needs of the State Agency Coordinating Council (SACC) member agencies as well as smaller state agencies in Texas.
ARTICLE II
Purpose
- Section 1:
The purpose of the SACC Training and Development (T&D) Subcommittee is to eliminate duplication of effort, and therefore duplication of expense, in providing training to state agency staff throughout Texas. To this end, the SACC Training and Development Subcommittee will be a central focal point for sharing information and resources as well as developing partnerships for providing training at minimal cost to state agency staff.
ARTICLE III
Mission
- Section 1:
The SACC Training and Development Subcommittee's mission is to create training and development opportunities for all state employees resulting in quality programs that are cost effective for the State of Texas. The T&D seeks to realize its mission through:
- Collaborative sharing of resources
- Improving practices
- Creating alliances
- Advocating T&D's role within state government
ARTICLE IV
Membership
- Section 1:
Each agency may have one voting member to represent their agency.
- Section 2:
The SACC agencies will designate a representative to be a T&D member. This person will be the primary representative. If this person can not attend regularly, a secondary person should be designated by this agency to replace the primary person.
- Section 3:
Non-SACC agencies may designate a training representative to be a T&D member.
ARTICLE V
Officers
- Section 1:
The T&D Officers will be the Chairperson, Vice-Chairperson, Program Chairperson and Secretary. The Chairperson and Vice-Chairperson will be elected from SACC agency members to serve a two-year term which coincides with the term of the SACC chair.
- Section 2:
The Program Chairperson and Secretary will be elected from any agency members by the members for one year beginning on September 1st of each year.
- Section 3:
The Program Chairperson will be responsible for the monthly programs. Programs will be coordinated with the Chairperson and Vice-Chairperson.
- Section 4:
The Secretary will ensure that all members are furnished the minutes of each meeting.
ARTICLE VI
Subcommittees
- Section 1:
The Chairperson may establish a subcommittee structure to do staff work on the various issues considered by the Committee.
ARTICLE VII
Business Meetings
- Section 1:
All meetings must have at least 51% of SACC agency members present to constitute a quorum.
- Section 2:
Meetings will be held on a monthly basis. The Chairperson may also call special meetings when necessary.
- Section 3:
An agenda will be provided to each member in advance of each regular meeting.
ARTICLE VIII
General Provisions
- Section 1:
The T&D subcommittee will submit recommendations to the SACC when appropriate for their consideration.
- Section 2:
An annual operating plan will be submitted to the SACC chair no later than September 30th of each year.
- Section 3:
The only official documents of the T&D subcommittee shall be the annual operating plans, minutes, pertinent correspondence and subcommittee products created as resources to be shared among agencies.
- Section 4:
A copy of these bylaws will be provided to each T&D subcommittee member and to SACC beginning with the term of new SACC Chair.
