State Building Telecommunications Recommendations

The Department of Information Resources (DIR) issues Standards Review and Recommendations Publications (SRRPUB) as guidelines for Texas state agencies and institutions of higher education. This version of the guideline is issued in support of 1 T.A.C. §208 Communications Wiring Standards for State Facilities.

Objectives
The purpose of this recommendation is to:

(1) define a generic, functional telecommunications wiring system for State buildings that will support a multi-product, multi-vendor environment.

(2) enable the planning and installation of building wiring with little knowledge of the telecommunications products that subsequently will be installed.

(3) lower the costs and disruption of wiring buildings by encouraging wiring during construction or renovation.

(4) specify design and construction practices for pathways and spaces, which are in support of telecommunications media and equipment, within and between State office buildings.

Recommendations:

DIR recommends that all State agencies adhere to the following:

ANSI/EIA/TIA-568-2001, Commercial Building Telecommunications Wiring Standard, when wiring new buildings or upgrading existing building wiring. This recommendation applies to the telecommunications wiring for State buildings that are office oriented and when ANSI/EIA/TIA-570 is not selected. The term "commercial enterprises" is used in ANSI/EIA/TIA-568 to differentiate between office buildings and buildings designed for industrial enterprises.

ANSI/EIA/TIA-568 optional eight-position jack pin/pair assignments for the 100-ohm UTP telecommunications work-area outlet specified in Figure 11-2 (and referenced in paragraph 2 of Section 11.2.1) shall not be used.

ST type fiber connectors be used for fiber optic terminations.

ANSI/EIA/TIA-570-1999, Residential and Light Commercial Building Telecommunications Wiring Standard, when planning and designing premises-wiring systems intended for connecting one to four exchange access lines to various types of customer-premises equipment when ANSI/EIA/TIA-568 is not selected.

ANSI/EIA/TIA-569-2000, Commercial Building Telecommunications Pathways and Spaces, when planning and designing State buildings to accommodate telecommunications system wiring.
