IP Address Assignment

The Department of Information Resources (DIR) issues Standards
Review and Recommendations Publications (SRRPUB) as guidelines
for Texas state agencies and institutions of higher education.
Overview
As State agencies implement networks using the TCP/IP
protocol suite they must apply for IP network number groups.
The way that these networks and the numbers within them are
assigned to particular network devices must take into consideration
network routing, physical locality and logical or historical
grouping. This document is designed to provide guidance for
these issues.
Problem Review
Most State agencies share one or more of the following
common attributes:
- they have office space in more than building and more
than one city
- they share space with other agencies
- they move from one space to another often
There is a tendency when assigning IP addresses to devices
in one physical location to use one IP sub-net for all the
devices at that location regardless of agency or logical or
historic grouping.
Recommendations
DIR recommends the following:
(1) State agencies should acquire Class C IP networks for
each physically contiguous facility. In cases where more than
255 devices are in such contiguous facility, multiple Class
C networks may be used.
(2) When numbering devices in a physically contiguous facility
using more than one Class C network, agencies should consider
what functions of the facility might be moved or separated
from the existing facility in the future and number these
possible divisions separately.
