Out-of-State Customers
State agencies and political subdivisions of other states are authorized to use DIR contracts under Section 2054.0565 of the Texas Government Code. DIR relies on the Interlocal Cooperation Act, Section 791.025, to document these transactions with agencies and political subdivisions of other states.

This contract ensures that:
- agencies and political subdivisions of other states have the authority under their respective local law to enter into the agreement with DIR; and
- participating entities will comply the equivalent prompt pay law, like Texas' Chapter 2251, Texas Government Code, in making payments to the vendor.
Agencies currently holding Interlocal Cooperation Contracts with DIR include:
- Florida
- New Mexico
- North Carolina
- Virginia
- Washington
