Customer Eligibility Requirements
Please Note: Different products and services offered through DIR are governed by different parts of state law. The following eligibility guidelines apply to data services, telecommunications services, and telecom material / cable and wiring supplies. The Department of Information Resources is mandated to support:
- All Texas State Agencies
- Both Houses of the Legislature and Legislative Agencies
In addition, Section 2170.004 of the Texas Government Code gives DIR the authority to support the following:
Political Subdivisions
- Public institutions of higher learning (e.g., state and community colleges and universities)
- Independent school districts (e.g., public schools, grades K-12)
- Special districts created by Texas state law (e.g., municipal water districts)
- City and county governments
- Entities owned by or a part of a city or county taxing authority (e.g., public libraries)
Consortia and Cooperatives
- Made up of Political Subdivisions
DIR Cooperative Purchasing Program Participants (CPPP)
TEX-AN 2000 customers will be required to certify their eligibility at the time they order goods and services. Goods and
services obtained through TEX-AN contractors are only for the benefit of eligible entities and are not for personal use. If you
have any questions about eligibility or your organization's right to purchase goods and services using TEX-AN 2000 contracts,

The Competitive Bidding Process
All TEXAN 2000 contracts were competitively bid by the Department of Information Resources and meet the procurement requirements required by most public institutions.
