The STS Project Engineer oversees multiple interconnected projects for DIR’s Shared Technology Services (STS) program, including the Data Center Services, Managed Security Services, and Texas.gov Services programs. This position acts as the Project Engineering technical contact and working counterpart to the service delivery tower leads and technical resources from these STS service providers and DIR stakeholders.  This position coordinates the gathering, development, and documentation of stakeholder requirements and ensures effective technical solutioning, project implementation, communication, and collaboration and information sharing among DIR, multiple service providers, and other stakeholders regarding a suite of projects and programs. This position works with the Director of STS Project Engineering to improve the quality of STS program processes, procedures, projects, and/or solutions. Works under general supervision of the Director of STS Project Engineering with moderate latitude for the use of initiative and independent judgment.

Position Summary

The ideal candidate will have the ability to highlight their strengths in the following functions:

  • Provides procedural, technical, and/or operational guidance to service providers in support of STS programs and projects, including service evolution, enterprise projects, customer requests for solutions, transition, and other STS program initiatives.
  • Leads and contributes to the creation and implementation of service delivery processes developed by DIR and the service providers. Coordinates the analysis of program policies and procedures, including managing the Service Management Manual currency program. Ensures consistent adherence to established policies, processes, and procedures for STS programs, and projects.
  • Identifies opportunities for improving program processes. Monitors and drives improvements in program processes with all STS service providers.
  • Facilitates and maintains relationships with internal and external stakeholders, services providers, to achieve program goals, customer satisfaction, and quality service delivery. 
  • Works with DIR representatives, STS service providers, and other stakeholders as needed to plan, coordinate, and implement technical solutions, project and program tasks and deliverables, including supporting transition activities within the STS program. May review complex project deliverables such as project charters, technical solution design documentation, reference architectures, and service responsibility matrices, and provide comments and suggestions to document owners.
  • Provides project and program management support using established STS service management standards and procedures. Monitors project performance with the service providers; makes recommendations for and/or facilitates problem resolution, as appropriate. Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
  • Provides Project Engineering subject matter expertise for the development of Requests for Offers, as needed.
  • Performs other duties as assigned.

Education

  • Graduation from an accredited four-year college or university with major course work in business administration, MIS, computer science, or a related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma or equivalent certificate required).

Experience and Training Required

  • Five (5) years of progressively responsible experience in IT project or program management.

Experience and Training Preferred

  • Experience with continuous process improvement.
  • Experience with IT project and program implementations, including requirements gathering, solutioning, building, testing, and deploying complex integrated systems in a multi-service provider environment.
  • Experience with IT related planning and operations, including troubleshooting and resolving complex IT problems, risks, and issues.
  • Experience working as a project or program technical lead on infrastructure transition or transformation activities, especially involving multiple facilities or data centers.
  • Experience leading, inspiring and building trust among stakeholders.
  • Project Management Professional (PMP) certification preferred.

Knowledge, Skills, and Abilities

  • Knowledge of ITIL business practices and approaches.
  • Knowledge of project management principles and practices.
  • Knowledge of Texas state agency server technology and service delivery operational processes.
  • Skills in developing creative and workable solutions to resolve complex problems and issues.
  • Skills in influencing, negotiation, facilitation, and problem resolution.
  • Ability to analyze and interpret technical information including regulations, policies, and automation system documentation/specifications.
  • Ability to manage project and program activities, including establishing project and program goals and objectives.
  • Ability to address service provider project delivery issues in a Texas state government agency context.
  • Ability to exercise sound judgment in making critical decisions and ability to analyze complex information.
  • Ability to identify and report on solution and/or project risks, dependencies, and constraints; ability to develop plans and workable solutions to address identified issues.
  • Ability to analyze and interpret technical information, including policies and system specifications.
  • Ability to think strategically and focus on results.
  • Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.
  • Ability to plan, organize, coordinate, monitor and evaluate multiple priorities.
