Position Description

What We Do

The Texas Department of Information Resources is the state agency charged with protecting the state’s data and critical technology infrastructure, managing a multi-billion-dollar cooperative contracts program, and providing strategic technology leadership, solutions, and innovation to all levels of Texas government.  DIR is a fast-paced and collaborative environment with highly motivated and engaged employees dedicated to achieving the best value for the state.

Position Summary

Performs highly advanced (senior-level) computer systems analysis work to support the Chief Technology Office and Texas Innovation and Education Center (TIEC). Work involves analyzing and identifying user requirements, procedures, and problems to automate processing or to improve existing systems. Serves as a technical resource to validate solutions and propose appropriate tools and approaches to technical problems. This position works with external state agencies and supports their digital transformation. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex systems analysis work and may:  

  • Develops and implements emerging technology plans, strategic actions, and policy decisions related to the agency’s systems; makes recommendations concerning the direction of the agency’s computer and management information systems; emerging technology initiatives and identifies trending technologies to determine potential opportunities for strategic impact. 
  • Bridges the gap between agency pain points and digital transformation goals by proposing appropriate tools and approaches to technical solutions; explores technology opportunities through targeted experimentation. 
  • Analyzes new or existing procedures, information systems, or utility programs for efficiency and effectiveness. 
  • Reviews and validates technical approaches emergent from Innovation Center engagements; formulates emerging technology strategies that will set the foundation to solve complex business strategic goals and leads medium and long-term strategies for Texas by Texas (Txt) enhancements.
  • Communicates with innovation program manager to develop a “test, learn, iterate” approach to emerging technology adoption. 
  • Serves as technical evaluator of responses to request for proposals and requests for offers as needed; serves as technical resource and topic generator for centers of excellence. 
  • Prepares charts, diagrams, tables, and flowcharts to assist in problem analysis and submits recommendations for solution; tests and diagnoses systems to ensure that critical requirements are met; Designs, modifies, and implements new or revised systems to serve new purposes or improve workflow. 
  • Performs other duties as assigned.

Education

  • Graduation from an accredited four-year college or university with major course work in MIS, computer science, math, or a related field. 
  • Additional work-related experience may be substituted for each year of formal education (High School diploma or equivalent certificate required). 

Experience and Training Required

  • Minimum of four (4) years of progressively responsible experience in the IT industry.
  • Minimum of four (4) years of progressively responsible experience systems analysis experience
  • Experience with Software Development Life Cycles (SDLCs)

Experience and Training Preferred

  • Experience in cloud technology 
  • Experience as a liaison between business and IT sectors 
  • Experience in reviewing technical solutions

Computer Skills
